The U.S. Army Corps of Engineers is one of the world’s premier public engineering organizations supported by over 35,000 civilians in more than 50 offices worldwide. The Corps serves the Nation and the world through managing its water resources, delivering engineering, construction and real estate services to the U.S. Army and others, restoring and regulating use of the environment, and executing disaster response and recovery actions. Attorneys play essential roles in successfully performing these broad and diverse missions in multiple practice areas, including litigation, contracting, environmental law, real estate, administrative law, and labor and employment law.
Each year, the Office of the Chief Counsel, through the Civilian Honors Program selects a limited number of graduating law students, LL.M. candidates, and judicial law clerks to join our team of more than 470 attorneys. Through the Chief Counsel’s Civilian Honors Program, we can place highly qualified candidates in full-time legal positions throughout our 50+ offices worldwide as positions become available. The Program offers new attorneys challenging work, significant responsibility, and unparalleled development opportunities to serve the public.

To be eligible to apply, candidates must be third-year law students or LL.M. candidates who will graduate no later than June of their academic year of application, or law school graduates currently participating in a judicial clerkship program. Consideration is given to a candidate’s superior academic performance, participation in a law journal, moot court and mock trial program, military service, commitment to public service, paid and unpaid work experience, including judicial clerkships, and academic background relevant to the Corps’ missions.
